The scientific/technical section of the R3 proposal is 2-3 pages. The maximum funding that a jurisdiction can request from NASA is $100,000 per proposal, with a period of performance of one year. The solicitation states that up to 30 awards will be funded nationally under this program. There is no limitation on the number of proposals that Vermont NASA EPSCoR can submit. Eligibility requirements have been revised to clarify the required early-career status of applicants.
Support for senior personnel other than the PI that is commensurate with a limited collaborative role in the project is now allowed in the budget of the proposal or of a subrecipient.
The language surrounding eligibility is as follows:

Hold a doctoral degree in a field supported by NSF by the cognizant Directorate's deadline for submission of CAREER proposals;
Be engaged in research in an area of science, engineering, or education supported by NSF;
Be employed in a tenure-track (or tenure-track-equivalent) position as an assistant professor (or equivalent title) as of October 1 after the proposal submission;
Be untenured as of October 1 following the proposal submission; and
Have not previously received a CAREER award. (Prior or concurrent Federal support for other types of awards for non-duplicative research does not preclude eligibility.)

SBA Announces Emerging Leaders Program

MONTPELIER, Vt. -- Vermont Technical College, as the educational partner of the SBAa s Emerging Leaders program, is seeking 20 entrepreneurs throughout the state to participate in a free business course starting in April.

Emerging Leaders is a free executive-level training program for established business owners poised for growth. Over the course of seven months at Vermont Techa s Williston campus, each participating entrepreneur will learn immediate ways to improve their business and will create a three-year strategic growth plan to build a sustainable business of size and scale.

The Small Business Administration established the Emerging Leaders program in 2008 to assist entrepreneurs in urban communities and 2016 the agency expanded the program to rural states such as New Hampshire and Vermont. This is the initiative's second year in the Green Mountain State.

According to 2014 impact data from the national program, 68 percent of businesses who completed the program increased revenues and 95 percent of alumni would recommend the program to a fellow small business owner. Participants are also successful in accessing new capital and new contracts with government and anchor institutions.

"Last year we agreed to host the inaugural class because we felt it aligned perfectly with Vermont Techa s entrepreneurship education and alignment to workforce training in Vermont. After seeing the results and the eagerness for a class like this firsthand, we knew we wanted to continue our partnership with the SBA hosting
Emerging Leaders," said Patricia Moulton, Interim President of Vermont Tech.

Emerging Leaders is for established business owners and is not for start-ups or people who are thinking about starting a business. To be considered, firms must be for-profit enterprises, been in business for at least three years, have at least one full time employee other than self, and have annual revenues between $400,000 and $10 million.

The majority of Vermont businesses in the 2016 Emerging Leaders class had annual revenues in excess of $1 million. There are no restrictions on the types of businesses that can participate. Some examples of participating businesses include manufacturers, retail stores, wholesalers, contractors, professional services and food service.

"The caliber of the instructor, this program, and the curriculum is incredible. I have been grateful for all the resources offered to me and my small business. The flow of the class itself has been highly optimal for maximum success. Working on the business, not just in the business, is built into my workflow consistently going forward," said Stephanie T. Hainley of White + Burke Real Estate Investment Advisors, and graduate of the Vermont Emerging Leaders class of 2016.

The National Science Foundation Experimental Program to Stimulate Competitive Research (NSF EPSCoR) has announced the following funding opportunity: Research Infrastructure Improvement Program Track-2 Focused EPSCoR Collaborations (RII Track-2 FEC)
The number of submissions per state is unlimited but there can be only one per institution.
PIs and co-PIs on current NSF EPSCoR RII awards with end dates later than October 31, 2017 are not eligible to submit proposals as a PI or co-PI in this competition.
At UVM, the Vice President for Research and VT EPSCoR State Committee, the Vermont Technology Council, will determine which if any proposal goes forward.
All proposals must promote collaborations among researchers in EPSCoR jurisdictions on the single topic: Genomes to Phenomes
Each proposal must have a collaborator from an institution in a different RII-eligible EPSCoR jurisdiction as Co-PI. The second institution will be issued a subcontract.
If selected to move forward, a Letter of Intent is due January 10, 2017 and Full proposal is due February 10, 2017 to the NSF.

Please note that you may be a Co-PI on a proposal with a PI from another EPSCoR eligible state, but you are not allowed to be PI or co-PI on more than one proposal; ita s either one or the other.

Program Overview
The main goal of the Vermont EPSCoR Phase (0) solicitation is to identify proposals that show promise for success in federal SBIR/STTR competitions and that would benefit from financial support and reviewer comments. As such, each proposal should identify at least one federal SBIR/STTR program to which the work is targeted.

* Business must be registered in Vermont.
* The maximum amount of each SBIR/STTR Phase (0) award is 15,000.
* Funding may not be used to support Masters Studentsa salaries.
* Multiple-year Vermont EPSCoR Phase (0) awardees must take a 1 year break from submission after their third consecutive successful award.
* Awards contingent upon NSF funding for Vermont EPSCoR.
* One award will also be made in areas of interest to NASA using NASA-EPSCoR funds. To show that an area is of interest to NASA, the PI should identify their proposed project with a new or continuing NASA research priority or technology need. This can be done by reference to a URL on a NASA website or by including an email of support from a NASA contact. The supplemental award provides for additional, incremental costs for living and travel expenses directly associated with conducting the SCGSR research project at the DOE host laboratory during the award period.

The Office of Science expects to make approximately 50 awards in 2016 Solicitation 2, for project periods beginning anytime between June 1, 2017 and October 2, 2017.

Since its inception in 2014, the SCGSR program has provided support to about 160 graduate awardees from over 75 different universities to conduct thesis research at DOE national laboratories across the nation.
The SCGSR program is sponsored and managed by the DOE Office of Sciences Office of Workforce Development for Teachers and Scientists (WDTS), in collaboration with the six Office of Science research programs offices and the DOE national laboratories, and the Oak Ridge Institute of Science and Education (ORISE).

We have revised the language from prior solicitations to make the requirements clearer. Research teams that are ready to test their novel fundamental discoveries in a real life situation and use the funds to adapt the technology accordingly as part of the project are appropriate candidates for this competition.

While PFI:BIC funds research partnerships working on projects that operate in the post-fundamental/translational space, the proposers still must be mindful of the state of the art and the competitive landscape and be able to position the technology against important system performance parameters (why the proposed solution could work better than what is available today). These projects are in the early translation space. A clear path to commercialization does not need to be a central part of this proposal, some level of risk is desirable if the technology promises high reward.

At least one industrial partner with commercial revenues is minimally required for this program but the award goes to the academic institution. Small businesses can receive sub-awards but their involvement must be above and beyond showing a real partnership and interest in the project.
The word a oeservicea is used here as a metaphor for value creation and benefit to humans generated by the incorporation of the technology into the system. The selected a oeservice systema should function as a technology test bed. This "smart" service system is one that can augment human capabilities to identify, learn, adapt, monitor and make decisions.

Therefore, it is essential that this research incorporates human factors considerations to assure the system's efficacy. The research tasks in turn might generate additional discoveries inspired by the interaction of humans and technology.

A highly interdisciplinary collaboration is needed to achieve successful integration into a smart service system. Thus, required research components to be included in PFI:BIC projects are as follows:

A Engineered system design and integration;
A Computing, sensing, and information technologies; and
A Human factors, behavioral sciences, or cognitive engineering.

Proposals with a single PI tend to be less successful as truly interdisciplinary research is expected to cover the components above.

fundamental knowledge that will lead to future catalytic processes for ammonia synthesis that
are energy efficient, use renewable sources of energy, and do not produce greenhouse gases. This
FOA will not consider proposals on process or reactor design, optimization or plant-level
intensification. Research will not be supported whose primary goal(s) or challenge(s) are
hydrogen evolution, oxygen evolution, CO2 capture or conversion, or outside the specific focus

Teacher and Student Teams
One teacher and two students comprise each high school team (teams must have at least 1 female student). These teams join a group of fellow high school teams, undergraduates, graduate students, and faculty that research the interactions of climate, environment, society and land use policy. By participating in the High School Program, teachers and students become a part of a community of researchers and local specialists that engage and challenge youth in Vermont and beyond.
